After the formation of government - the Speaker initiates analysis

On Friday 18 January, the Riksdag voted in favour of the Speaker Andreas Norlén's proposal to appoint Stefan Löfven (Social Democratic Party) as Prime Minister. The Speaker welcomes the fact that the long process of forming a government is coming to an end and he will now be initiating an analysis of the political situation in the autumn of 2018.

The Riksdag has approved the Speaker's proposal to appoint Stefan Löfven (Social Democratic Party) as Sweden's new Prime Minister. Stefan Löfven intends to form a government consisting of representatives of the Social Democratic Party and the Green Party. The result of the vote in the Chamber was 115 yes votes, 153 no votes, 77 abstaining votes and 4 absences. After the change of government at a special Council of State before the King, in which the Speaker will also participate, the Speaker will have completed his work with the formation of a new government.

"We have had an autumn like no other in Swedish politics. The process has been incomparably long by Swedish standards. Our Constitution has been put to the test in unusual conditions. The parties have manoeuvred in a partially new parliamentary landscape, and as the Speaker I have had to handle situations for which there has been no established practice. There is good reason to analyse the political autumn of 2018," says the Speaker Andreas Norlén.

The Speaker will therefore be taking the initiative to invite political scientists and lawyers who are specialists in constitutional law to analyse - with full academic freedom - the formation of government, existing legislation and the actions of the Speaker and the political parties.

"It is important that we document and analyse what has happened while the various key actors still have events fresh in their minds so that lessons can be learned for future government formation processes," says the Speaker Andreas Norlén.

Background

On Thursday 27 September, the Speaker started the assignment of preparing a proposal for a new Prime Minister for the Riksdag to take a stand on. The assignment includes interview rounds with representatives of all the parties in the Riksdag and deliberations with the Deputy Speakers. The Speaker is also keeping King Carl XVI Gustaf informed of the situation regarding the assignment of presenting a proposal for a new Prime Minister. On 16 January, the Speaker presented his proposal to the Riksdag that Stefan Löfven (Social Democratic Party) be chosen as Prime Minister.
